Harnaschpolder and Houtrust completed in time and within budget

Construction and renovation on the Harnaschpolder and Houtrust Waste Water Treatment Plants (WWTPs) are officially completed. On 31st May 2008, Delfluent received the ‘Service Delivery Certificate’ for these projects from the client the Delfland Water Board as the WWTPs presently meet the requirements. Delfluent in partnership with Delfluent Services will now operate and maintain the wastewater treatment plants until the end of 2033.

His Royal Highness Prince Willem Alexander officially opened WWTP Harnaschpolder on 28 March 2007. The WWTP has since been fully operational and the plant’s operational processes have been optimised. Now the treatment plant fulfils the requirements. Nuisance for residents in the surrounding area was kept to a minimum.

In the period January 2007 until May 2008, the existing WWTP Houtrust in Scheveningen has been refurbished in two phases and is entirely adapted to the requirements. This plant has become fully operational again as of June 2008.

During the operational phase which runs until 2033, the Delfland Water Board (the project client) will keep public responsibility for the quality of waste water in the Hague region.

The construction of WWTP Harnaschpolder and the refurbishment of WWTP Houtrust ran smoothly. Delfluent General Manager Dick Spinder proves very satisfied about the completed work: “We can be proud that the works have been finalised ahead of schedule and within budget. The PPP concept in which governmental bodies and private companies work together in a partnership, clearly delivers results.”

About Delfluent
Delfluent was established in 1999 as a joint venture between Veolia Water, Evides, Rabobank, Heijmans and Strukton. In December 2003 Delfluent signed the Design Build Finance & Operate contract (DBFO contract) for the ‘Afvalwater Haagse Regio’ (‘Wastewater The Hague Region’) project after making a successful bid in the European procurement procedure. This contract covers:

  1. The construction of the new waste water treatment plant Harnaschpolder in Den Hoorn;
  2. The refurbishment of the existing waste water treatment plant Houtrust in The Hague;
  3. The management of both plants, including the transport system, for a period of 30 years.
