Three consortiums bid for government building in Groningen

Three parties are still in the running for the construction of the joint office building of the Information Management Group (Informatie Beheer Groep or IB-Groep) and the Tax Authorities in the Kempkensberg neighbourhood of Groningen. This week, the Government Buildings Department informed the Municipal Council of Groningen and the building’s future users of the provisional designs of the three respective parties.

In line with European directives on public invitations to tender, the three consortiums will be invited to register definitively for the assignment. Expectations are that the preferred tender will be announced by February next year. The consortium ultimately awarded the assignment will not only be responsible for the design and construction of the building, but for the financing and – for a period of at least 20 years – the maintenance and facilities service provision required, including catering, security and window cleaning.

The Information Management Group (Informatie Beheer Groep or IB-Groep) and the Tax Authorities will together be housed in the new building, accommodating a total of some 2,500 employees. Municipal gardens of around a hectare in size boasting a water feature will also be constructed above the parking garage (675 cars and 1,500 bicycles). There will also be a pavilion with commercial functions. The offices should be ready by the start of 2011. Construction is set to commence at the end of 2008 / start of 2009.
