Strukton frontrunner in construction and maintenance of sustainable buildings

In late 2013, the Dutch Green Building Council awarded the premises of the Education Executive Agency & Regional Tax Office a four-star score in the BREEAM-NL In Use category. This makes the complex the first existing government office building in the Netherlands to earn this certification. The most sustainable government building in the country today is managed and operated by Strukton Worksphere.

This BREEAM-NL certification is unique for an existing office building of this size. It confirms that the sustainability ambitions outlined in the DBFMO contract for the complex have indeed been realised. The DBFMO contract type allows a single party to consistently work towards sustainability in each phase of the project, without making any concessions in terms of ambitions. One example of how sustainability is promoted at the Education Executive Agency & Regional Tax Office building is the separation of its waste into six streams. Nearly all this waste is subsequently re-used. In addition, the developer has done everything in its power to preserve and improve the existing ecology. Concrete from former buildings on the site has been used for the construction of the new complex.

Assessment in a variety of categories

BREEAM-NL In Use serves as an independent instrument to determine a building’s actual sustainability performance. The building is assessed in a variety of performance categories, including: management, health, energy, waste, pollution, water, land use and ecology. The categories and associated proof of performance are checked by an external auditor. The DUO² consortium, made up of Strukton, Ballast Nedam and John Laing, has received four- and three-star certifications for the building and its management, respectively.

Sustainable management and operation

‘With this certification, our sustainable approach has been confirmed by an independent third party,’ notes Johan Winnubst, Strukton Worksphere’s Director of Building Operations. ‘This specific building project is characterised by very strong sustainability ambitions. The certification proves that we have realised a very sustainable complex and that we are also able to manage and operate it in a sustainable way according to prior agreements.’

BREEAM-NL is the world’s most widely used assessment methodology for establishing a building’s sustainability performance. One of the BREEAM-NL categories, BREEAM-NL In Use, is used to evaluate existing buildings.
